Eric Enge's "The Art of SEO" - Something about the Book!

Does he mean in the Title tag? or in the actualy title visible for users of your page (which could offcourse also mean an H1 tag...)?
- on URL's :
"Search engines place some weight on keywords in your URLs. Be careful, however, as the search engines can interpret long URLs with numerous hyphens in them (e.g., Buy-this-awesome-product-now.html) as a spam signal."
However, one of Holland's leading SEO companies does exactly this... Take for instance this URL: https://imu.nl/nieuws/amps-live-en-p...oogle-updates/
I dont really understand this... Why not just use one (for instance, only a URL without www , so you wont need a redirect in the first place? Or is this just a description of what to do if you move content from one URL to another?
Can anybody share some of his knowledge on this matter? Many thanks
