First of all it's correctly indicated SEO, meta tags and keywords. But not the keywords you indicate in Meta tags, but the ones you distribute among the content. They are the most valuable ones. Then comes valuable content, loading speed, traffic, etc.. You can't get all the answers in one post.

That's the process I go through:

    1. My website should be about a very specific subject targeting a specific targeted group of people
    2. All the content should be built around specific keywords that are all related together and the main keyword (subject) of my website
    3. among that content I will have articles, YouTube videos, and product reviews related to my website subject (that's why I usually start my website by finding a good product first, the kind of people that would be interested in, and the kind of search terms they will type in Google)

    Hope it help!

For a new website, it is very important to focus the website itself and then off-site SEO. The point is to let Google know your website is good from the technical and content perspective, though it is a new one.

    Content suggestions:

    1. Work on some basic tasks before the website development period. For example keywords research, competitor analysis, and keywords mapping.
    2. Producing content based on your research regarding the keywords. This is to serve as a start point, and Google will start to learn your website from this point.

    Technical suggestions:

Technical factors are critical for a new website. And there are some areas to look at.

    1. Choose a proper CMS or implement your own. It is based on actual website objectives, your team, etc.
    2. Website URL structure should be short and logically structured. No underscore character. Such as www.yourdomain.com/services/seo.
    3. Register domain as long as possible. A domain registered for 5 years show higher commitment than a domain registered just for 1 year.
    4. Create an HTML sitemap page. Sign up Google Search Console and Bing Webmaster Accounts, and submit robots.txt and XML sitemap.
    5. Make sure the website is crawlable by search engine bot with no blocking sections or broken links.
    6. Optimize website loading performance as much as possible. Use services like Google Page Speed https://developers.google.com/speed/pagespeed/insights/ or GTmetrix https://gtmetrix.com/
    7. Make a website design responsive for mobile.

It's unfortunate that you say list your website on the internet which I think you mean "rank high in search engine like Google"
I say unfortunate because I don't know what your site is about and certain keywords are more competitive and difficult to rank for than others.
So here is a quick guide.

    1. Before you make your website, do keyword research first. Find out about what people are searching for and use this to make your website.

    2. Build a WP website around your primary niche keyword.

    3. Make posts/articles around the related keywords to your seed keyword.

    4. Build BackLinks to your posts.

    Rest is history

Being a newbie a startup must develop a website that can attract the people easily. The contents of it must be interesting, informative & engaging so that its readers can find interest on reading it. After that, the website's ON Page must be rectified as per the Google algorithm so that it can be ranked in Google easily & quickly.
