Not understanding local Pack vs SERP?

Hey guys, can anyone explain a few things regarding Google local business listings please? First question is why would someone be no.1 in the local pack but not be listed in any of the immediate regular pages?

Next, how can google analytics be showing say 200 users per month but Business insights showing 1.22k views?

    As the name says Google Business listing provides you business listing for your business, so that anyone can search for your business locally. Local business listing shows the business located near you, therefore it may be on 1st, whereas SERPs are not totally based on location.

    In google analytics, there are possibilities of showing referrals or spams in website traffic.

    A user can visit more than one page on your site. To have 200 users and 1200 views, you've got to have users that, on average, visit 6 pages on your site each. Or they visit the same 2 pages 3 times each, for instance.
