Links are the #1 ranking factor in Google's search algorithm, but other than that they don't matter...

Links are still one of the major factors in ranking, but the quality of the link is what counts. It will not do you any good to get backlinks from spammy sites that are not relevant to you.

I cannot say definitively that links are the #1 ranking factor but they are definitely in the top 3, if not #1. Please stop following the advice of whomever is telling you that links are worthless.

As I have stated in other places, it IS possible for some keyword phrases to rank well without links. It's even easier to rank for those phrases with links, though!

The only keywords that are ranking without links are keywords nobody is searching for.

If you have proof to the contrary, I would love to see it.

It is important to have backlinks from quality sites, and those backlinks should be contextual. If, for example, you have a site about fish, and you are making links from other niche sites about monkeys, these links will be of no use. Your goal should be to get links from authoritative and related sites.

Basically, it is possible to rank for low-competitive keywords without off-page SEO. It`s still crucial to concentrate on keyword-optimization, speed and other technical aspects of your pages, however, without the links you`ll be at risk to be outranked easily. Your backlink profile may not be the #1 ranking factor, however, it still is one of the major factors, otherwise Google wouldn`t put so much effort into preventing the manipulations over the algorithms.

Even if you can rank a page with on-page strategy only, you`d definitely make use of some quality backlinks to preserve the results in perspective.
