I don't like to advise you to go for web directories because its many time considered as spam work. But social bookmarking is best for SEO.

For startup companies,

I suggest you to go for directory but only in high authoritative sites, because most website has less rank and high spam rate, so do not add your website in such sites.

sites like Dmoz are good but they will take time to approve your listings.

Social Bookmarking has been the effective strategies of SEO, you can go with it.

Neither is an effective strategy for getting backlinks that are worth anything in terms of ranking your website. Follow Brian Dean at backlinko.com if you want real ways of getting good backlinks.

I second or actually 3rd Dave.

As it relates to backlinks, really you need to study and know everything there is to know about "follow" and "nofollow" tags.

Most directories and Social Bookmarking sites are "NOFOLLOW," so that means there is no DA or PA or PR or Page Juice lol or Link Equity to be had. But you can come across the uncommon directory - Dmoz, Best of the Web and who knows there may be a Social Bookmarking site out there that I dont know of that does pass SEO value - but thats why I say you need to understand what Google looks at and what they do not = "follow, nofollow, index, noindex tags"...research all of that.

The only way you could possibly argue SEO value is that those resources will help drive traffic to web site ... that is the only benefit these days really of such practices of old.

And YES check out Brian Dean at Backlinko ... all though if your hanging on to the past and insisting you find the easy way to get Backlinks - don't. lol

dofollow backlinks are important for getting link juice. now a days content marketing is important for getting your target keywords results and somehow safe, if you can extract the right list of your niche blogs

Directory submission can be of less efficiency as it used to be. Please pay attention that you should submit your website in those directories which are related to your Website's niche only. Directory must have high Alexa Rank or Moz Rank or High Domain authority. DMOZ directory is the one you can pay attention to.
Social Bookmarking can still be considered as an important factor which works for SEO. It is recommend to join niche based bookmarking sites, which will make sure your bounce rate and avg. time on site will get better.

Yes. You can use the Meta Title or Description for the Social bookmarking and web directories content. But don't use the same content for all the bookmarking websites. At least make some small changes on content or rewrite the content while posting your website in bookmarking sites and web directories websites.

Basically for a startup company, website directories & social bookmarking are the finest techniques to spread the awareness of a company worldwide. Most of the backlinking sites are belonging to foreign countries & this is the biggest reason why a huge traffic comes from the foreign countries frequently.

Creating backlinks on the SB sites can help to generate genuine traffic which can ultimately result in increasing the rank of a site in Google search engine quickly. Even a website requires genuine traffic so that a huge customer base can be build easily. Many other task are also there like

1. QnA
2.Forum posting
3. Guest posting
4. Blogging
5. Article submission etc are helpful in increasing the rank of a website easily.

Yes, I agree with dave_hermansen. It is neither is an effective way for getting back-links that are worth anything in terms of ranking your website. Also social bookmarking help you to get cache you web page and drive little bit traffic from only top sites such as reddit, scoopit etc.
If you really want back-link and leave directory submission concept on mind do some content marketing, blog posting, guest posting, forum etc.
Also don't use your meta description in any directory or social bookmarking sites.

Social Bookmarking still work but not as well as it may have in the past. It can still be a viable way to get
traffic to your site but not necessarily always the most qualified traffic. Personally I'd say to stay away
from any social bookmarking tools that will automate things for you because that will be a bit of a red flag
if you're too spammy with adding your links.
Submitting your site to directories can be both GOOD and BAD. It depends on which directories you submit to.
