Site URL in NAP/W for multi location business

I have a client with franchises in 6 different cities like houston, LA, dallas etc.
Google recommends to have a separate page for each location with its unique local phone number and site URL.
But can I use the main domain in citation for the primary location? Or should I use an inner URL for that as well? Because I can not optimize the main domain with the location houston in it, right?
