Are these tools still valid with creating backlinks, guest posts, etc on high PR sites or have they been shut down since 2014 and if so is there any after-Panda/Penguin automated backlink generator or similar/better tools to Scrapebox/GSASER, price doesn't matter.

    Yes they can be used to rank but it depends on how you use them Like you cannot fire Gsa or Scrapebox directly on your website else you will surely get a slap from google.

    Best would be to use them for Tier1s or Tier2s.

        The proxies have nothing to do with Google. Google cannot tell what IP you use to access another website.

        The proxies are so that those sites don't ban you immediately for spamming their sites.

        For example, when GSA creates 10 different accounts on Tumblr in a few seconds, you don't have them all immediately deleted because they are clearly from the same person.

    In my oppinion it depends on your understanding of the tool, both can be used for automated links as well as finding higher quality targets so it is down to the level of risk you are willing to go with.
