    If you would like to setup more than 20 goals use a program like Gostats which offers unlimited goals

    This is likely due to how Google Analytics set up their internal database table schemas. Or rather, how Urchin Analytics (the company Google acquired) set it up, wayyy back in the day!
    It's definitely too few goal events for any web or mobile app of significant complexity and size. And the lack of historical data when you set up a goal is also slightly bizarre... plus the goal attainment/funnel analysis parts of Google Analytics are pretty cumbersome in general.

    I don't know why 20. But if you need more, just create a new view and you will get 20 more and you can create many more views I think.
