Problems after website rebuild

Hello, I come from hong kong, here is a website office interior design | Apex Design, the website was rebuilded at november last year, the domain name haven't change, after the new website rebuilded, I find the ranking drop very fast at google search result, after i learn about the new website's structure, i find the following problem

1. the website has two language version, when type the url "http://www.apexdesign.com.hk/", it switch to URL "http://www.apexdesign.com.hk/?lang=en" or "http://www.apexdesign.com.hk/?lang=tc", switch to which language's page just according to the visited language's page last time

2. For english version, there are buttons "Home" , "Project" , "About Apex" , "Services" , "Clients" , "Contact Us", only "Project"s URL is "http://www.apexdesign.com.hk/project-list.php?lang=en", the other button's content are at the same URL "http://www.apexdesign.com.hk/?lang=en", I hope the URL showed on SERP is the page "http://www.apexdesign.com.hk/?lang=en", and i find the url "http://www.apexdesign.com.hk/?lang=en" sometimes switch to "http://www.apexdesign.com.hk/index.php?lang=en#about" or "http://www.apexdesign.com.hk/index.php?lang=en" when i press different buttons, is it affect the google ranking?

May I solve the problem through rewrite the Dynamic Web Pages to Static Web Pages , or 301 redirect, or canonical?

    The site linking itself I would not be concerned with. Your new design is pretty much only 2 pages? between Project, and the main page that takes care of the rest? What was the format of the old version? different pages for each?

    if that is the case you need to get in there and redirect the OLD Urls to the new ones.
