Newbie - how to start right and drive quality traffic

Hello,
I am a newbie, have my niche, domain, website, got aweber along with my site.
I am trying to get sign-ups through my opt-in page, but it seams I am doing something wrong and I would like to learn how to do it right as many of you been on this rout and know pretty much what to do not to waste time.
I did run ads on Facebook, but wasn't successful, I don't know what was the main reason, could be the image, the copy or....I don't know. I tried to drill down targeting as much as I could, but I got only 4 sign ups.
Any way long story short, I know I am doing something wrong but can't figure out what.
My question is as a newbie where and/or what should I do to drive quality traffic.
Is facebook a good option, or should I look into solo ads or maybe there is something else that I don't know and need to learn. I don't mind to learn.

    You can hire someone for driving quality traffic for you. There are many services on Fiverr, Upwork, etc. or you can post a Job Description to choose someone who suitable for this position.

    Facebook's a good option if you want to drive quality traffic, but there are many options out there too. You can opt for SEO, PPC marketing, or email marketing.

    Well, if you are sure that you've optimized your opt-in forms for conversions, and you’ve placed your opt-in forms on all the high-converting areas of your website you can have a look at this list of tips:

    - send out regular tweets about your list and your opt-in page. Incorporate pictures when you can
    - create testimonail images and share on Pinterest and Instagram.
    - find older posts and articles that are topically related to your opt-in offer or the things you talk about in your emails. Work a CTA (call to action) to sign up for your list into the post along with a link to your opt-in page
    - target Long-Tail Keywords
    - include a link to your opt-in page in all the emails
    - write guest posts
    - record a video and invite viewers to sign up
