    It is never "done" SEO progresses over time and will need constant tweaking over the years if you want to be really serious about it.

    No there's no tool that can help you find the exact answer to this.
    Just prepare a checklist by yourself gathering several points and follow it accordingly. That's the only best way to determine if OnPage is done or not.

    If you are using wordpress, plugins like yoast will analyze your on page stuff.

    Really though, just a solid check list to follow will do the job and when you do it enough you'll just internalize everything you need to do.
