For back linking activities I prefer use Private Blog Network links. Either by building them yourself or using someone else's network (make sure it's a trusted network).

PBN's still work very well in 2017.

It's too big a topic to write in a message but there's plenty of information online about creating your own PBN or plenty of services available who will do it for you.
