It depends on your abilities, experience and goals, but I tend to think that it's easier to start with posting on forums. Just don't be a spammer, but a helpful member for 5 to 10 posts and only then post your link. Also don't forget to post from time to time afterwards and stay active in your own threads. If what you are linking to is good and if you have selected a suitable forum, it can work quite well.

Social media is also great, but it takes more time to develop a following there and spamming there might get your url listed as spam, so it's better to do it only when you know what you are doing.

Of course, as I mentioned in the beginning, what your site is, what you want to achieve and how much work you're willing to put in make a huge difference, so no piece of advice can be truly universal.

There is no faster way to generate traffic rather than paying, if you need organic traffic you have to be patient and work on good content and SEO with keyword research and targeting.

The fastest way to get traffic to your site is to buy traffic plain and simple. Going the SEO route is the last thing you want to do especially if you want traffic quickly. Most of the tricks to ranking fast just don't work anymore.

Facebook ads, Google ads and other paid traffics sources are the best ways for you to get traffic to your site quickly.

After having your website running, you need to promote your site in order to get traffic and revenue also. There're many ways to promote, both free methods and paid methods.

Free methods such as: Doing SEO strategies, Social Media Content sharing, Youtube Sharing, Facebook Content (Fanpage, Group), Twitter, Google+, Pinterest,...and many other channels that give you free using and promotions

Paid methods such as: Doing SEM such as Google Adwords, GDN, Solo ads, Facebook ads, banner ads,...

So it depends on your budgets that you will choose which methods that can give you the best effort, or you need to combine between free & paid methods in order to get the effective results

Forums can be helpful but if you want permanent traffic and stability in Google then your base should be strong, I mean you site needs strong base to be settled in Google. Otherwise it would be for few days only and you cannot tolerate it.

A few ways that I often used, it is very efficient.
Send email to readers.
Create a fapage with the same content on facebook and share more in other social networking sites.
Website optimized for SEO, link all the related articles.
Or if you have costs should buy traffic from Google Adwords, traffic will come very quickly, but this way you should considerations

Both are great sources, but you need to consider a few things when planning on commenting, publishing and posting. You need to establish page rank, with both quality and quantity of visitors to forums, blogs or sites you wish to comment on.

Check the site visitor bounce rate, because many sites receive millions of visitors but with an alarming bounce rate. A 100% bounce rate will deliver zero results.
