Meta descriptions are still in effect.

Not to mentions dogpile.com is a meta-search engine.

And yeah sites with no good content can get ranked that's because their backlinks are strong. Their backlinks are from good authority sources with relevant medium.

Got it, but how can I optimize the website for the keywords I want to target with no good content ? Where shall I put my keywords ?

You do not "optimize a website', you optimize individual pages for individual keyword phrases.

Surely you can describe what the script does, why it is beneficial and where it would be great to use. Pretend you are talking to a friend/colleague about the script and write everything you would say down. Then, tweak that for SEO.

Google ranks a page according to a large number of factors. Exactly what these factors are is apparently a trade secret, although there are number of well-known things that contribute to the ranking of a page.

    Links Pointing to Your Website
    Your Title Tag
Your Page Must Have the Words You Think People Will Search For
    Keyword-laden Links

    Other Google Tips

Use a Search Engine Site Map
    Check Your Robots.txt File
    ALT text on Images
    Be Careful Whom You Hire
The META Keywords Tag is Ignored
Disabling the Caching of Your Page Will Not Affect Your Page Rank
Don't Waste Your Time With The Google Toolbar's Page Rank

What I learned truly effective for optimization:
first I suggest you improve your content, because google is so important what their clients need.
Next you need to OPTIMIZE title, description, image, ALT tags, robots.txt, create sitemap for website, keywords and keyword phrases related to be written in a natural way, to create a user friendly website.
    finally, wish you success.
