Yesterday, I had my biggest day to date with adsense. At the end of the day yesterday, my earnings per click on this particular site was: $.35 cents per click

So far today its $.17 cents per click, exactly half! what gives?

All depends what ads your visitors are clicking on different ads pay different amounts. As different advertisers pay google different amounts depending on that keyword/ad

Don't think there's really anything to worry about. With Adsense, no 2 days are alike. There will be times when fluctuations like that happen. Just keep banging out the good content and driving traffic. You'll also want to check your stats to see which pages were responsible for the high cost per clicks. If you haven't done so already, link your analytics to adsense and you'll be able to check which pages are pumping out the high cpms.

Maybe it has to do with the fact that your comparing a day against your best day ever.

my clicks vary based on the time of day. In the middle of the night, I am getting overseas traffic and don't get paid as much for those clicks, but during the day, I get mainly US and Canada traffic and get paid more.

What you are paid is based on what advertisers are currently bidding. This can fluctuate based on many factors. Some of my sites do the same thing.
