How relevant are social links in 2017?

Back when I was doing internet marketing 6 years ago it was all about getting quality dofollow links. Since social links back then were nofollow usually everyone neglected any kind of links from social profiles like facebook, twitter, etc.
Are links from social profiles still nofollow? Even if they are nofollow do they now have some weight in SEO?
I've heard that since sites like facebook, twitter, etc have high domain authority, if you can get your social profile to have high page authority by building links to your social profile, then that will boost your social profile page authority and anything you link to will likewise receive some kind of SEO boost.
What seems to be the best approach to me is that a large factor of off-site SEO nowdays is a mixture of quality dofollow links, as well as some kind of weight from social sites but not sure what exactly it is and I dont really trust the person that told me that you can boost your social profile page authority and get link juice, or link love from links from your social profile.
