I've tried there but all I got was pretty crappy writing that didn't do either of the things I am looking for. I need someone who really knows how to do these things, not just someone who manually spins content to pay for college ramen.

  Here's the story: I am an electrical contractor. Instead of serving one large city, I have many small towns that I serve. I do very well in Google Local for my own town, but I need business from these many other towns to survive. City based landing pages help get me business in these other towns, but they aren't doing as good as they used to and I think it's because they are mostly duplicate content. There is some unique content and other things on each page, but I think I need all the content re-written for each page so it's unique, so it works for SEO, and also so it converts customers and gets them to call me.

You could check out this website called KonKer. Its like Fiverr but specifically for SEO and Internet Marketing. They have an entire section where you can hire Content Creators.

The biggest problem is that getting quality writers like you are after is difficult and people that have them want to keep them to themselves.

Try iwriter.com, I have had some success there.

Hey

You can hire 100's of SEO Writer in freelancing sites like freelancer,seoclerks, odesk and etc.
Just talk with the writer and say all your requirements which requires for completion of your task. Be very careful lots of people are scammers and beware of them. Just go with telephonic call with that person so that u can be aware of scammers and also you can know whether do he capable to work on your task by talking on phone.

You can choose from a pool of SEO experts in Upwork, Elance, or similar freelance sites. Just be careful as there's a mix of amazing talent and credit grabbing ones. Opt for established freelancers (rating higher than 4 stars), and it would also help if you ask for samples of previous works. Hope this helps!

I'd suggest you KNOW what you want before you try to hire.

A content writer....or a copywriter? Do you know? A good content writer knows enough about SEO to write effectively for search engines....but if you also want sales copy that sells - you need a copywriter. Big difference in style/skill/price.

You need to clarify exactly what level of expertise you need in a writer - and then have a budget to pay them accordingly.

As I mentioned, I want someone who could do both.

I know they are out there because I see this done on city based landing pages for all kinds of local businesses, from HVAC to lawyers and dentists.

Have you tried the copy writing section on WF? There are some good writers on there and some big egos to match

  Strange, that's where I found some writers I used years ago, spent about $15k with them writing a lot of copy. It was a total waste of money, but it taught me a lot about how to build a business though.

You can opt for a good SEO writer, make sure he/She should and must be well worse in Landing Pages.
and things to know before hiring a candidate: should know the Basic Submissions Sites, and should be worked on Both ON page and OFF page.

Lol, you asked for it. Who did you expect, Matt Cutts?

The only people that respond to SEO writer are hacks. You're speaking their language, low priced junk.

What you need is two people, a writer and an SEO. When I say writer I don't mean some random person on an internet marketing forum, you need someone that knows the niche. Not someone that knows how to Google Wikipedia.
