Multiple URLs end in duplicate manner, is this a dupe issue?

Inherited a site that is not ranking. Tackled low hanging fruit (sitemap, htaccess, missing elements, etc). I am at a loss. We have 100 topics each with 4 sub topics. URL structure is:
/topic1/a-sub-topic.html
/topic2/a-sub-topic.html

Since we have similar URLs with the same ending (a-sub-topic.html), would this create a dupe content issue for some reason?

    It's not the url that'll be the issue but the content. If it's the same, it's duplicate. If it's not, it's not duplicate.

    There is really no such thing as a duplicate content "penalty". If two pages have the same content, one will rank better than the other.

    You have not mentioned if any of the content on the website is fantastic stuff that is better than anything else out there and is well optimized around targeted keyword phrases that you actually have a chance at ranking for. You have not mentioned what kind of backlink profile the site has. Are they great backlinks or the same crappy ones everybody here thinks help a site but do nothing at all for it?

    Those two things are going to influence your rankings far more than the "low hanging fruit" you mentioned.
