No this is not true, because the page on 1st rank is not just because of keyword density and backlinks. There are many factors affecting a rank of a page like Domain Authority, Page authority, spam score etc.

Now a days LSI is also important for using keywords.

There are many ways to improve keyword ranking in google
1. Use your targeted keyword in Meta tag, description and title
2. You can use your keyword in content
3. You can use the keyword in the title of video and images(alt tag).

No that is not fact because there is other factors also affecting a rank of a page on page SEO like Domain age, Page ability,etc.

When trying to rank for a keyword organically, there are 3 main things you must do before trying to copy your competitors. You must:

Optimize your site (on page) for your targeted keywords
Add relevant, unique content to your site on a frequent basis
Build backlinks to your site (homepage & inner pages) on a consistent basis. The backlinks should be dofollow, contextual (surrounded by text related to your niche/keywords), on sites with a high DA (domain authority), etc.

  Don't copy your competitor, you will never rank and you will not be able to copy exactly as well...
  
  We can't know the value of just one link, how strong or how weak it is... so counting backlinks don't work....... also those links were not built in one day or week, try to understand here.
  
  It may be that you may rank in less than 21 links as well..... Invest your own mind, do something unique, think how you will be able to give value to the public....

Nowadays, SEO has become very hard.If you keep an eye on SERP with Moz bar you will see the comparison between those sites characteristics according to the position.
There are some pages which have no much backlink but they are in the first position.On the other hand with more backlinks, some pages unable to achieve this position.

Rankings depends on on-

High-quality content-Have to be informative not only bigger in the word.
Your citation, trust ratio, DA, PA, and Spam score.It can be increased by creating backlinks in High DA and PA site by checking it's Trust ration [above .5], Spam Score below 4, ensure the topic relevancy.
Your existing traffic.
Social Signals- How Google identify high-quality content.Social signal is one of a factor of it.So First creating backlinks need to increase social signal.

It would be good if it was as simply as that but there are so many other ranking factors. Making sure you have relevant anchor text on your inbound links will also make a big difference just as the opposite can cause poor serps.
