There's literally no accredited SEO certificate.

Either you can rank pages on Google or you can't, that's all that matters.

I think, yes, you can get a job without having a certificate.
All you have to do is to let your employer know that you're a good professional. I mean find a way to prove to your employer that you're actually good in SEO or whatever you do.
A good way to prove your SEO and blogging skills would be to exhibit your own website. A website that has good on-page SEO, that is well-done, that has some backlinks... you know.
I think that all that University and titles, certificates, etc. stuff is way too much overrated. I mean, you put yourself i the employer's place. Just imagine you have an Internet company and you need some workers.
Who are you gonna be getting for your company? You want someone who has super-cool certificates etc etc and when he has to do something he doesn't know how to power-up a computer?
Or maybe you prefer someone with REAL experience? Someone who has SKILLS. I mean the most important thing, wherever you go, is the experience. I mean all that knowledge they give you at schools and universities... is it really THAT good?
C'mon man, the real and useful knowledge is the knowledge you learn by yourself, the knowledge you acquire while DOING things.
You know many people lack the "doing" part.

No one sees your certificate during the interview process. You can very well tell your interviewer that you are an SEO expert and I am sure your work will prove your capability / expertise. In case there is a necessity for any certification, I suggest that you opt for Google AdWords Certifications viz. Fundamentals, Search, Display, Video, Mobile & Shopping Ads. The platform also provides the study material which will help you get through the exams. This is a free certification and will surely add value to your CV profile.
