Google Slap & Getting Out of The Sandbox

A few years back I remember reading about SEO & something called the "Google slap" or "falling into the Google sandbox". Doesn't this happen when you have poor content on your site?
Say I have a new website with duplicate content, Google crawls the site & de-indexes my site, throws me into the "sandbox", would deleting the duplicate content & creating fresh/unique content get me out of the "sandbox" & back into good terms with Google for ranking or would it require something more? Thanks.
