Why does Adsense treat every product like a blog?

Why google treat all websites like blogs !!!
I have a chat website where people make their profiles ( upload a picture + enter some basic information ), i did apply for google adsense but i get rejected for 'Insufficient Content', i have almost 500 users ( 4 different pages for every users ) so that make it 2000 different pages.
is there a way to get approved with google adsense without having a blog ?
