Global or Local Search: Which One For SEO?

Gotta admit, it's confusing to see words that have 14,000 global searches and "Not Enough Data" for Local (US) searches.

Also, how can Local sometimes exceed Global?

Any ideas?

    If no one knows anything about your town - but there is an event going on - there will be more searches locally than globally. World wide - ppl won't know about your town's event.

    OK, here's an example:

    Local search: 450
    Global search: 90,000 (real example)

    There's little competition... can I rank for this term globally? BTW, it's not a local term like "San Francisco Bars", it's universal like "Hair Care Products"
