Do I need to use dedicated proxy & multiple emails for Web 2.0

I have heard of Web 2.0 linkwheels disappearing if you build multiple accounts on Web 2.0 properties. I was told the best way around this is to use both proxy's and multiple emails and the best case is to have a dedicated proxy for each web 2.0 property group.
Does anyone agree with the above statement and if so, what is the best way to build this and is there any software that I can use where I can cheaply and easily do this. How do I get a dedicated proxy for each web 2. 0 group and is this even necessary?

    Many Web 2.0 properties allow you to build multiple blogs/pages/sites all with a single account. If you get your account cancelled it's probably for opening multiple accounts in violation of their TOS. Besides it's quite easy to detect that you are creating accounts with proxies, you would probably need a network of zombies, but that's taking a very dark path.

    Actually most people get their accounts killed for making their pages way too spammy. Build quality pages and they will want you to hang around and build lots of them.
