MicroSoft Ad Center Question - Bing

I don't actually understand this yet and I thought I would bounce it off the forum before I dig in and see what's going on.
Two days ago I placed a new campaign. Right after I placed the ads I checked Bing... sure enough my ad was showing for several of the keywords. However, it was not showing for a variation of a keyword and I don't know why. It still isn't and they show one or two ads for that keyword , and at times, they show no ads for that keyword.
It doesn't make sense. One would think they would show the ads as many times as possible especially if they are showing no ads. Why not try to get more revenue?
The only thing I can think of is that they are showing the ads only x number of times per IP address. Is that something they do?
