Landing page Question SEM

one of my clients wants to rank for certain keywords but he does not have access to their companies website to create custom landing page.

can I just send the traffic to his companies home page(his phone number is in there) or landing page is a must(i know it would have been better)?it's well established website PR3.

what happens to CPC?

  i always hear we need landing page for ppc to convert better.in this case the owner is a local service company repairing electronic stuff.
  
  what I am saying is can I send ppc traffic to his regular service page or i need to create a landing page to convert.
