Re-using link builder with the same or similar websites

I have a supplier I have used that offers a link building package along the following lines

1. 2150 1 Way Theme Links - links built manually by publishing 40 Original Articles on 150 article sites (different ones). These all have different C ClassIP Addresses
2. 225 One Way Theme Links - Also built by manually publishing 10 Reviews for the site using 5 different accounts on 100 Social Bookmarking sites, where 90% of all these sites have a PR 2 ranging to 8, all with different C classes IP Addresses
3. 625 1 Way Theme Links - these too are built manually by publishing 15 Press Release on 20 Press Release sites. Again these have different C Class IP's

If I was to continue to use this service every month for the same website, would it still improve my rankings even though there will be a lot of duplicate link building going on with the various article, social bookmarking etc sites?
