Low page rank site vs higher page rank site

Is it TRUE that the more good quality of backlinks one page of a site has, the higher its page rank?
If it is, WHY a particular page of a site whose page rank is low can RANK HIGHER in SERP than another site whose page rank is higher?

So what I mean is, why a site can rank higher in the SERP whereas its page rank is lower (if we assume that the more good backlinks it has, the higher its page rank?)

      The rankings are keyword by keyword..for example:

      You have a very well optimized page all about dog arthritis and because of backlinks it has a page rank of 2. I have a page about dog diseases which only causally mentions dog arthritis. My page has a page rank of 4. Even though it shows up in a search for dog arthritis, I did not optimize for that term.

      Since Google sees that your page is much better for a "dog arthritis" search, they will rank yours higher.

        I agree with the guys above. This confuses people all the time - "how can my PR4 page be under a PR3 page??"

        As the guys have said, PR is only one of the many factors used in creating a search results page. The powerful combo is RELEVANCY + PR, that can be hard to beat.

          Exactly. On the money. Its surprising to see people say PR doesn't matter at all (and some still do) . PR won't make a page rank high if its not relevant to the search term but if it is relevant it definitely helps.

        Thank you for explaining it well:-) So, in your case, to increase the relevancy of your targeted keyword of 'dog arthritis', if you add some more writing about 'dog arthritis', is that page going to rank higher in the SERP?
