Conversion tracking within Adwords faulty?

I'm starting to see a pattern with my conversion tracking in Adwords. Whenever I get a purchase from the UK then it doesn't track it. However when a purchase is made inside the USA then it does.

This is pretty odd. How do I set it so that it tracks all conversions globally?

that sound odd. The pixel should fire as long as it goes to same "thank you " page and the country should not matter. Keep in mind the conversion code is not 100% accurate.
I would double check that each country goes to same "thank you" page and make sure the conversion code is on them both (if more than one thank you page that is)
