The premise I have gotten is that you are supposed to submit an RSS feed on everything, much like you should social bookmark everything.
So if I write a new article, I should socially book mark it, submit an RSS feed, and ping it. Right?

As far as RSS feeds, unless you are updating the specific article or page, you only have to submit the RSS feed once per page/article/whatever you are trying to back link correct?

I am still kind of in the dark as to how RSS syndication works in marketing, and I cannot find a source that explains the steps in laymans terms.

    An RSS feed usually has more than one article in it. So if your site has 5 articles on acne treatments then you'd put all of those into a single RSS feed. The feed has links back to your site, so when you promote the feed by getting more backlinks to it, you're going to get a boost back to your site.
