Backlinks Taking Effect on SERPS

I've been noticing an interesting trend concerning backlinks and their subsequent effect on SERPs positioning. I wanted to see if anyone else observed that the higher the PageRank of the backlinking page, the longer it takes for the SERPs to take effect; as if the backlinks need to accumulate some history before they weigh in positively.
On one of my established sites (a PR3), I managed to get two PR4 backlinks (clean, topical, low amout of outbound links). The backlinking page was cached over a week and a half ago, yet my SERPs went down by 3-5 spots. The same experiment was repeated on a new site and produced the exact same effect, no gain on my SERPs as if I never added these high quality backlinks.
Provided that you observe a similar trend, from the time the backlining page is cached, what is the general time-line for the backlinks to take effect?
Can anyone confidently say that the effect on SERPs is immediate from the time the backlinking page is cached?
