I found a great keyword with little competition, but my problem is that it doesn't create any relevant goolge ads, no matter how much SEO techniques I use. Is there any other way I can manipulate the google ads to fit the content of my site?

Sounds like the keyword you are targeting is not relevant to the product or service you are promoting. Remember, no competition can be good or bad.

Don't try to force the issue and game the system; do some more research before spending hard earned cash.

Any hope for the keyword at all? It gets like 15,000 exact searches a month with little competition. I would love to try to make the ads relevant for the site.

You may want to implement section targeting, and bracket the keyword and the content that you want adsense to target. Here is the link to Google's explanation: Section Targeting
