I am going crazy trying to upload with Adwords Editor Error 17! Arggggg

I am getting error 17 (request exceeds account limits) I know what they are, and I am nowhere near them. WTH I have tried several accounts and get the same problem...
Pic is below... I am not sure what the issue could be. I am uploading 67 adgroups, 6 KW per adgroup and 8 images per keyword 400 KW total.
I can not figure out why I am getting this error.
Anyone have any ideas?
It uploaded all of the adgroups but always errors out on the images...
There has to be a reason. Thay are .png are the right size and are not too big kb wise.
