SEO for Local Site Recognition

I'm working on a couple of sites whose market is local meaning they want to increase their business within their geographic area rather than trying to get the world to see them right now. My thought has been to create multiple home pages with each one having keywords relating to a specific city. Theoretically they're all about the same subject but each page would be unique. They would all be have links to them from all the other pages. So, I'm not duplicating copy so google penalizes the site, just basically adding a bunch of other pages talking about the product and the city. Doe's this make sense to you or would there be an issue with this?

    Many people have brought this up in the past. You want a directory type of site but instead of multiple listings on each page you will only have one listing. The problem with this is that people who you approach to try to sell/rent the page to will see it as a directory type listing and may not be willing to pay as much (unless you're getting some serious traffic).
