What does an SEO guy do in a nutshell and how much should I expect to pay him per month?

What tasks should I expect him to do? e.g., edit pages to optimize them

I don't need to know how to do it just what are the tasks I should expect from an SEO guy.

Also, if I decide to hire him to work 80 hours per month, how much should I expect him to charge per month, assuming he is in the USA?

Please don't suggest I should hire someone from other country, I am not interested in that advice. I'm not interested in doing it by myself either. Please just provide me with the advice I am requesting above. Thanks.

    on-site: Checking your site for on-site factors, editing your site, add the right tags, keywords, keyword density etc...do some changes to site structure if needed. Probably keyword research and rebuild whole site, or add categories/pages for new keywords

    off-site: submit backlinks, bookmarking, get link partners for one-way backlinks...this can and should go over several months.

    I personally wouldn't do any of this for less (bare minimum) than $20/hr..professional SEO would probably laugh and charge much more.
