Optimizing Rate of Content Writing

I've just registered a domain in my niche and I have writers working on content, but they are writing much faster than I anticipated, so I want to throttle back the publishing of the content. But at the same time I want to get a lot of pages up ASAP so they can start getting indexed now.

Let's say for example that I'm writing about car makes and models (fictitious example) and I have a database of 50 makes and 5000 models. Each model has a page of features and specs from the manufacturer. I have writers working on 500 word reviews of each model (at the rate of 50/day). Should I:

1) Publish all 5000 pages of features and specs now, and link to the review page when it is written, so that 50 new review pages get added per day.
-or-
2) Publish the features and specs page along with the review only when the review page is written, so that 50 review + features and specs pages are added per day.

What is better for SEO? Having a lot of skeleton pages published at once and related pages added later? Or related groups of pages added simultaneously over a longer period of time?

    Thanks for the reply...I figured that would be the case. I would imagine that Googlebot would say "what are the odds he'll have another 5000 pages next time I crawl?" I would imagine that a solid 20-25 pages a day for the next year and a half would be much better in the long run for getting the site crawled more regularly and frequently because it looks more organic.

      I would certainly restrict the growth of content, it looks suspicious if a site adds 5000 new pages of content in one day!
      Good reply. Like link building - it really has to be gradual.
