Where to Buy PR Links

I have a competitor in my niche who is quickly rising to the top of the serps. He has a ton of PR backlinks from the frontpage of blogs. All the blogs have no contact information and fake whois information. He is obviously buying links, but I have no idea where he is buying from.

Can some of you guys who know where to buy links from PM me or leave a public response here.

  Forum/community site profile backlinks. I have a special offer on other type of backlinks as well, but mostly I do profile backlinks.
