best strategy for multiple cities local seo?

lets say im helping a local business with seo. they have one central location but offer services in surrounding cities.
in terms of organic results without the local business listing (pack 10), what is the best way to get a site coming up for different cities?
is it better to build back links in the form of (city state service) to the home page?
or is it better to build out a dedicated page on the site and build links to that. so itd be in the form of domain.com/city-state-service or domain.com/city etc
i was thinking the first option since the 2nd option may seem redundant.
what are your thoughts?
