Google Keywords Basic SEO Target Goal

, I am a bit new to this site. My name is Ross Christopher. I have been into the Internet for quite some time and I still know so very little. I work a bit with web design, stocks, etc. I recently decided that "Get Paid To" sites which were paying me very little and giving my information out to tons of different third party advertisers just wasn't going to cut it for me anymore. I looked at this site and boy did I feel in love. Anyways, Like I said, I am starting out so here is my first post I would like to mention for anyone who has any advice to give me on this particular topic below.
I think I understand some of the basics as I have read quite a bit of detailed instruction on different techniques, Black-Hat, White-Hat, etc that are associated with SEO. My specific question though, based on the information I have attained through research on the Net is:
Can we conclude that the following 3 statements are the "BASIC SEO" techniques for getting a high rank on Google with your specific keyword?
Keyword Association with the Domain Name
The keyword must be the Domain name itself or at least inside the domain name?
Near-Perfect Content and Inbound Links
This is a crucial part, in fact, the most crucial it would seem as it dictates what you are providing to your audience?
Loads of high quality back-links (Social Networking, Writing Articles, etc)
As another crucial part, in fact, the 2nd most crucial it would seem as it provides links back to your site which in turn makes your site more popular?
