LibWWW-perl Google Dance?

Hey everyone. I've been noticing on one of my sites that I get a lot of libwww-perl bots and after doing some research I've learned that these are bad...

Recently the site in question went from #9 first page to #703. Now I was thinking this was a Google Dance, but its been down there for over a week now. My ranking in webmaster tools for the website still reflects the #9 spot.
Could the 5 to 7 libwww-perl agents that access my site on a daily basis caused some sort of problem with my ranking? I've continued building backlinks to the page, but it hasn't budged from #700.
I've never seen this happen and I like thinking that its the google dance, because I've seen this happen before, but not this long.
Anyway, anyone who knows about libwww-perl that could fill me in on if this could have negatively effected my website would help me out tremendously.
