HELP: HostGator Changed My .htaccess, Lose My Ranking?

My joomla site apparently is overloading HostGator's server. So they notified me. I made the changes BUT I didn't realized that they include these codes in my .htaccess.

Now I lose my ranking in Google.

I'm not actually sure is it because of these codes or Google is just dancing.

Can someone please help me understand these codes:
