Can't Create a Facebook PPC ad ??

ANyone using Facebook PPC ? I have ben trying to create an ad but keep getting this error that "Cannot Exclude locations" or something like that. I select US and leave it Everywhere (no city selections and it keeps giving me this error and won't allow me to finish the ad. And forget about customer service n Facebook ..
