Duplication Of Content On Google

I always keep up to date with SEO trends on Google by monitoring what Matt Cutts has to say about various SEO topics using the Google search engine. I also listen to what Greg Grothaus has to say as he is a Search Quality Software Engineer who works for Google. I recently studied one of Greg's videos about the myth around duplication of content on Google. I was wondering whether sending the same content to different content submission areas like press release, article, forum and blog companies would be considered duplicate content.

These content submission companies all have and create different urls for content submissions compared to creating many domains that have the same domain name but differ slightly with their extensions and or sub domains and then placing the same content on them. Greg Grothaus's video can be viewed at youtube.com/watch?v=6hSoXutuj0g and I ask all serious SEO professionals to comment on and to discuss whether they agree with me or not.

Looking forward to your comments.

Dublivate content in the same web/domain is harbful for your web site but if the dublicate content exsist in 2 different domains then there will be no issue

    HOW? Example?
Latest headline news or technology reviews or gadgets etc were posted as same as original content to many different websites or blog post by the same author and Google never penalized their site also their site comes at top of the search engine.

That is absolutely not true. Many sites have
      duplicate content.

Duplicate content that gets a so-called penalty, is
duplicate content that is used in a way to trick
search engines into listing it more than once in
SERPs. And yes, this could be on different domains.

Large, authoritative sites, as well as small sites, have
duplicate content. But it is used the right way, that is,
mundane, ordinary, run of the mill.

I gotta just fight to the urge to read any more thread
with anything in the title: "duplicate content."
