How does Google Keyword Tool calculate the 'broad' match type for searches?

Hi everyone.
According to Google's help center the Broad Match type for the keyword 'tennis shoes' is defined as "when a user's search query contained either or both words ('tennis' and 'shoes') in any order, and possibly along with other terms.

Doesn't this mean that theoretically the Global (or local) Monthly Search Volume should be infinity for the Broad Match type, or realistically (based on actually searches) be a VERY big number?!

Am I missing something here? I would appreciate any explanation.
