If my URL is exact match URL like http://www.cheapcarrentals.com, which has phrase within, does Google see that URL link as anchor text link and read included phrase in it - "cheap car rentals", thus improving my ranking for that phrase?

    Yup

However that link would be more of a neutral link. I wouldn't expect it to help your rankings much. However it's good to offset your main keyword with unoptimized links.

As far as I know, most search engines these days will detect individual keywords in a url like that.

You can test it easily - just type in "cheapcarrentals", with or without quotes, into google and see what you get!

    best wishes,

    Jon.

    Agreed with @joecrupie and @jdjenkins.

You shouldn't need to wait too long to start ranking very well for your primary keyword with an exact match domain. The keyword your competing for would need to be pretty competitive for you not to rank for the desired keyword after a month or two.

Good luck on the new website.
