SEO question: URL and keyword

I've chosen a 3 letter keyword with low competition and decent traffic. Let's say the kw is "one two three". I bought an expired domain, with only 2 first words in the domain name. Let's say "OneTwoFour.com".
Which would be a better strategy?
a) To promote the root domain (OneTwoFour.com) and optimize it to the kw "one two three"
b) Create a sub page "OneTwoFour.com/Three" and build the page on that (so this would be the landing page and on the root domain have something general)?
If to go for the 2nd strategy, would it be wise to optimise it to 2 kewwords: one in singular and one in plural, so to have the domain "OneTwoFour.com/Threes"?
