Ok, if I do 10 landing pages, (seperate domains) and link them all together with links on the footer of all the pages, do the domains all need to be on a seperate IP address? If not is there a penalty?

Linking 10 landing pages together is probably not going to help you all that much. I would instead spend time getting links from outside your network. It is pretty common to see penalties when you link that many together. Now if you linked 10 to 1, that would probably be fine.

If your going to do that then yes, make sure each site is one it's own c-class IP, with it's own DNS records, otherwise Google will slap you big time. But like everyone said, work on building backlinks to each site individually as that will help a lot more, than linking all your sites together
