Some say that SEO is enhanced if you have a dedicated IP versus one on shared hosting. Godaddy has static IP for $36/year. They have SSL for cheaper than that. From the way they describe it to me, an SSL has its own IP. So, would it just be smarter to just buy an SSL?

    Unless your site is slow on your current shared server, it's not going to make a significant difference. If you want to boost your SEO, get some quality links instead.

    Not 100% sure about godaddy ssl certs but any others I have purchased REQUIRED a static ip they did not come with one.

    You can not install a ssl cert on a domain without a static ip which you have to get from your hosting company. This does not mean that the cert includes a static ip address.

    Possibly godaddy had a deal for their hosting customers that includes both but dollars to donuts there is an additional cost for the ip address over the cost of the cert itself.
