Building pages from a "template" you made

Say I have a site about selling widgets, I have widget stores in several cities, say, a dozen, and I want to make 12 pages for the 12 different towns. (just an example)

In other words, it would be optimized for keyword phrase "widgets for sale in Town1" and then the second page, "widgets for sale in Town2," etc.

Would it be okay to make a "template" page for the first town and then, for additional towns (each on its own page), just change the content to be apropos for that town?

Or, must I rewrite the text quite a bit, or use a high-quality spinner so that each page ends up being quite a bit different from the others?

    If we are talking about design templates, that is a great idea. When it comes to the content, make sure you don't get so engrossed in SEO that you creating pages with high bounce rates. The copy needs to be something that is catchy and worth reading more.
