    "Making your website popular" is a bit vague. Links are used for two promotional purposes (1) for SEO and (2) for direct traffic. (2) depends on the specifics of your market, so I will only address (1). Pretty exhaustive information about link building can be found here:

    Some links contain the rel="nofollow" attribute and are useless for SEO.

    If a link is not nofollow, it can pass 4 different kinds of value to the target page:
    1. Trust
    2. Google PageRank
    3. Thematic relevance
    4. Geographical relevance

    All 4 are ranking factors that influence Google organic rankings. Trust is the most valuable of the 4 and therefore the hardest to get.

    Link-building falls into 2 categories:
    A. Low-level link building (blog commenting, forum posting, free directory submission, etc). These links are better than nothing, but since they are a free-for-all, they are not highly trusted even when they come from high PR and relevant sites. The advantage of such links is that they can be had for free or at least cheaply (by investing time to build them).
    B. High-level link building aims to build links from sites that enjoy a high level of trust in search engines. Such links can be acquired either by developing truly outstanding content on your site, or simply by engaging an advanced SEO professional who has access to powerful links on trusted domains.
